Water pressure in the lines is dependent on the water pump. May have an undersized pump. Could be the waste line is smaller than it should be. Most likely reason the toilet gets plugged is someone is putting to much toilet paper in the toilet at once. If it is newer toilet it's probably the 1.5L water tank. Great for pee not so much for paper.
